National CORE has officially completed a new affordable housing complex next to the E Line in East Los Angeles.
The Las Dahlias development, which sits on a previously vacant site at the intersection of 3rd Street and Dangler Avenue, consists of a four-story building featuring 78 studio, one-, and two-bedroom apartments above a 39-car garage. Half of the new apartments are reserved for chronically homeless and mentally ill homeless residents, while the remaining apartments are general-purpose affordable housing reserved for households earning between 30 and 60 percent of the area median income level.
The apartment complex also includes community center, a playground, a rooftop garden, a public plaza, a pocket park and an interior courtyard. Hope through Housing Foundation and PATH provide after-school programs, financial coaching, and other services to residents.
AC Martin designed the Las Dahlias development, which is a colorful low-rise structure adorned with a mural by Boyle Heights-based artist Stephanie Mercado that pays tribute to the heritage and culture of East Los Angeles
National CORE funded the project through a variety of state and local sources, including tax exempt bonds. The project was also the recipient of a $23.8 million grant from the California Strategic Growth Council, which will go toward, the purchase of new electric buses and the installation of bicycle and pedestrian safety infrastructure in the area surrounding the property.
