Metro-adjacent project at 4827 S. Crenshaw Boulevard switches to affordable housing

Developer seeking to build on a Metro-adjacent site in Hyde Park are pivoting to affordable housing, according to an application submitted early this year to the Los Angeles Department of City Planning.

Back in 2022, Durk Hagan and Joseph Otting were seeking approvals from the City of Los Angeles for the construction of a new six-story, 32-unit development at 4827 S. Crenshaw Boulevard. The revised project would retain the same development program, but instead aside all of the apartments at below market rates.

While Hagan and Otting had previously filed for approvals using Transit Oriented Communities incentives, the revised plan instead employs density bonus incentives and streamlined approvals through the Mayor's Executive 1. Accordingly, the amount of affordable housing has been increased to encompass the entire project, rather than the five-unit set-aside in the original plan.

Open Office is designing the project, according to plans included with the entitlement package. Renderings portray the building as a contemporary low-rise structure.

The project joins more than a half-dozen multifamily residential developments now in the works for sites along the K Line between its Leimert Park and Hyde Park Stations. That includes a larger 195-unit mixed-income complex from SoLa Impact which is now rising a short distance to the north at 4611 S. Crenshaw Boulevard.
