An empty lot near the 210 Freeway in Altadena is slated for redevelopment with housing, according to a staff report scheduled for review at an upcoming meeting of the Los Angeles Regional Planning Commission.

The proposed project from Pasadena-based property owner KT and KT Investments, LLC, proposed for a property at 2214 Windsor Avenue, was originally slated for review at the January meeting of the Regional Planning Commission, but was postponed on account of the Eaton fire. Plans call for the construction of a three-story, 42,500-square-foot building containing 54 studio, one-, and two-bedroom apartments above 2,122 square feet of ground-floor retail space and an 80-car garage.

In exchange for density bonus incentives permitting a larger structure than otherwise allowed by Los Angeles County's zoning rules, five of the apartments are to be reserved for rent as affordable housing for renters earning no more than 30 percent of the area median income level, while one additional apartment would be set aside for renters earning up to 50 percent of AMI.

Kluger Architects, which is also serving as project representative, is designing the Winsor Avenue development, which would front the street with a landscaped plaza. Plans also show a central courtyard and balconies along exterior-facing units.
