Plans to bring new housing and commercial uses to a site once used for automobile and aircraft manufacturing has received the blessing of the Pico Rivera City Council.
On January 24, the Council voted to adopt a resolution approving a conditional use permit, a zone reclassification, and a general plan amendment required for construction of The Mercury, a proposed mixed-use project from Optimus Properties, LLC at 8825 Washington Boulevard. Plans call for a new building, ranging from three to six stories in height, featuring a total of 255 studio, one-, two-, and three-bedroom apartments above 5,730 square feet of ground-floor commercial space. Other components of the project include a new parking structure with space for more than 460 vehicles.
While a project website previously advertised 13 apartments as being reserved for rent by moderate-income households, the page no longer includes that claim.
Danielian Associates is designing The Mercury, which is depicted as a contemporary wrap-style apartment complex. The apartment blocks would be interspersed with a landscaped courtyard with a swimming pool and a rooftop deck, among other amenities. Likewise, plans call for the addition of new walkways feeding into an adjacent shopping center, which fronts the intersection of Washington and Rosemead Boulevard.
Construction is expected to occur over a 24-month period, although an exact timeline has not been specified.
The Mercury, which would span a 2.8-acre site, is named for the brand of automobile that was once built on the site. The long-shuttered manufacturing facility later came into the ownership of Northrop Grumman, which used the property in the development of the B-2 Spirit stealth bomber. Subsequently, the site was home to a night club.
