The Los Angeles City Council has voted to enter into an exclusive negotiating agreement with developer SoLa Impact for a project which could bring a new modular housing manufacturing facility to South Los Angeles.
The agreement, which will run for an initial one-month period with an optional one-year extension, pertains to a property at 10900-10931 S. Clovis Avenue just west of Central Avenue. The nine-acre industrial site was acquired by the City of Los Angeles in 1993, after the site had spent approximately 50 years under use by the Caltrans as a maintenance, storage, and sign-painting yard.
The property, which underwent soil remediation over a decade ago, was the subject of a request for proposals issued in March 2025, which yielded a winning submission from SoLa Impact. The South Los Angeles-based development firm's proposal is dubbed "The Honeycomb," and calls for redeveloping the property with a 175,000-square-foot manufacturing facility for the company's modular housing units, which are built by its Model/Z subsidiary. The property would also house corporate offices, a vocational school, a tech center, and public open space.
Per a City staff report, the project will provide public access from Clovis Avenue to the north with deliveries steered toward a side entrance off of 111th Place. The property would also include rooftop solar panels and parking. Open space would be oriented toward the northwest corner of the property, buffering adjacent residential uses with courtyards and landscaped gardens. The space would potentially be used for community events.
The Honeycomb campus is intended to replicate Model/Z's existing manufacturing facility, which began operating in January 2024 and currently employs more than 300 full-time workers.
SoLa Impact's plan has secured the support of City Council president Marqueece Harris-Dawson, who submitted a letter urging approval of the agreement.
SoLa Impact has a large pipeline of affordable and mixed-income housing developments across South Los Angeles, some of which utilize the modular units built by Model/Z. The company also operates the Beehive, a co-working and event space.
