A property owner who started and then quickly withdrew plans for a mixed-use project near the US-101 freeway in Tarzana in 2023 is back for more, according to a new filing with the Los Angeles Department of City Planning.

Yesterday, Nasser Matloob of Tarzana Collection, LLC submitted new plans for a site at 19335 W. Ventura Boulevard, which is currently improved with surface parking. Plans call for the new construction of a six-story building featuring 46 studio, one-, two-, and three-bedroom apartments above 2,688 square feet of ground-floor commercial space and parking for 38 vehicles.

Requested entitlements include density bonus incentives to permit a larger structure than normally allowed by zoning rules. In exchange, six of the new apartments would be set aside for rent as very low-income affordable housing.

Kevin Tsai Architecture is designing the proposed building, which is shown in plans as a contemporary podium-type building with multiple amenity decks.

Though taller than the original proposal, the revised plan features fewer homes than the four-story, 70-unit apartment complex originally pitched for the site.
