Plans from C.J. Segerstrom & Sons and Houston-based developer Hines to redevelop the South Coast Plaza Village mall into a 17-acre mixed-use complex are moving forward, with a hearing scheduled before the Santa Ana Planning Commission.
The property at 1621 Sunflower Avenue calls for razing the existing 100,000-square-foot retail complex to clear the way for a new 1.9 million square development called The Village Santa Ana. Plans call for:
- 1,583 homes;
- up to 300,000 square feet of offices;
- 80,000 square feet of shops and restaurants,
- approximately 13.8 acres of open space (including 7.5 acres of publicly accessible open space);
- and parking for nearly 3,500 vehicles.
The new development, designed by Gensler with Rios serving as landscape architect, would break up the mall property with new internal streets and walkways. The mix of high-rise and low-rise structures would include towers up to a maximum of 25 stories in height.
According to a Planning Commission staff report, construction is expected to occur in five phases over a 20-year period.
- Phase 1: 360 residential units, 73,175 square feet of commercial space, 797 parking spaces, and 3.1 acres of publicly accessible open space;
- Phase 2: 513 residential units, 719 parking spaces, and 2.3 acres of publicly accessible open space;
- Phase 3: 177 residential units, 248 parking spaces, and 0.4 acres of publicly accessible open space;
- Phase 4: 264 residential units, 6,825 square feet of commercial space; 300,000 square feet of offices, 1,298 parking spaces, and 1.2 acres of publicly accessible open space;
- Phase 5: 269 residential units, 377 parking spaces, and 0.5 acres of publicly accessible open space.
The project is one of two large mall redevelopments in the works for Santa Ana, following Related California's proposed redevelopment of the Metro Town Square shopping center. That project, which is larger at 42 acres in size, calls for the construction of 3,750 homes, 350,000 square feet of commercial uses, a hotel, and eldercare accommodations.
