A local developer with a penchant for new apartment buildings near the Van Nuys Civic Center is planning his biggest project yet, according to an application submitted last month to the Los Angeles Department of City Planning.
The project, which comes from Jonathan Azal of JB Builders, is slated to replace a single-story commercial building which spans an approximately .643-acre site at 14519-14539 W. Sylvan Street. Proposed plans call for the construction of a new six-story building which would feature 120 one-, two-, and three-bedroom apartments atop 4,800 square feet of ground-floor commercial space and basement parking for 102 vehicles.
Requested entitlements include Transit Oriented Communities incentives allowing greater density and floor area than permitted by zoning rules. In exchange, 14 of the new apartments would be sent aside for rent as extremely low-income affordable housing.
GA Engineering, which has designed several other projects for Azal, is listed as the architect for the Sylvan Street development. An image shows a building in the Mediterranean style with a white stucco exterior.
The project is one of several new multifamily residential developments planned by Azal in Van Nuys, including new projects slated for nearby sites on Erwin Street and Sylvan Street. Another development that would replace a surface parking lot on Friar Street was filed with the Planning Department just last week.
