An industrial site just north of Artesia Boulevard in the City of Gardena could be cleared and redeveloped with a large housing complex, according to a new environmental study.
The proposed project, called Normandie Place, is slated for a roughly five-acre property at 16911 S. Normandie Avenue. City records list the applicant Saiko Investment Corporation. Under plans from the El Segundo-based firm, roughly 115,000 square feet of existing industrial space built in the 1950s and 1960s would be razed, clearing the way for a new complex featuring a total of 403 multifamily apartments and townhomes.
Urban Architecture Lab is designing Normandie Place, which would front the northern side of the property facing 169th Street with a seven-story, podium-type apartment complex. The building would feature 328 residential units in a mix of studio, one-, and two-bedroom layouts, as well as amenities such as a central courtyard, a pool deck, and a rooftop deck.
A total of 75 townhomes would line the western and southern sides of the property, each standing three stories in height. They would include a mix of two-, three-, and four-bedroom floor plans, offering access to common green spaces scattered throughout the site.
According to the environmental study, Normandie Place will require the approval of several discretionary entitlements - including a zone change and general plan amendment. Likewise, the developers would be subject to a development agreement mandating that five percent of the apartments be set aside as affordable housing for a period of 55 years, as well a requirement to construct sidewalk improvements on 169th Street.
The environmental report indicates that construction could occur over an approximately 38-month period commencing in June 2024 and concluding by September 2027.
The project would be the largest apartment complex for Gardena in recent memory, surpassing the 265-unit development which Cityview from broke ground on last year near the intersection of El Segundo and Crenshaw Boulevards. The project also follows a string of smaller developments which have landed on Normandie Avenue to the north, including a 63-unit apartment complex which opened last year across 169th Street, a 15-unit mixed-use building now rising at Gardena Boulevard, and a townhome project near Mas Fukai Park.
