In a unanimous vote, the Los Angeles City Council has moved to adopt the findings of a new environmental report for a proposed mixed-use apartment building in Panorama City.

The approval, which came on November 1, pertains to a proposed project from developer Izek Shomof which would rise from a site at  8141-8155 N. Van Nuys Boulevard, replacing a parking lot. Plans call for a new seven-story building featuring 200 studio, one-, two-, and three-bedroom apartments above ground-floor commercial space.

Takacs Architecture is designing 8141 Van Nuys, which is portrayed in renderings as a contemporary low-rise building. The new residential  uses would be accompanied by a standalone four-story parking garage, which would sit to the west.

Construction of the apartment complex is expected to occur over a 27-month period, according to the environmental study. However, that timeline is contingent on the approval of other discretionary entitlements, including mandatory site plan review and review for compliance with the Panorama City community design overlay, which has yet to occur.

The project is the latest investment for Shomof in Panorama City, following the adaptive reuse of the adjacent Panorama Tower, a 1960s office building which has been converted into housing.

The project would flank the future right-of-way of a new light rail line planned along the Van Nuys Corridor, and sits just south of a the Panorama Mall, where a new high-rise complex is proposed. Just west of 8141 Van Nuys, non-profit developer Holos Communities is now developing 180 low-income apartments, while to the east across the street, a second affordable housing complex is in the works at 8140 Van Nuys Boulevard.
