A parking lot located a short walk south of Ventura Boulevard in Woodland Hills could give way to new affordable housing via the Mayor's Executive Directive 1.

The proposed project from applicant Adam O'Neill of Urban Home Living, LLC, slated for a parcel at 5328 N. Topanga Canyon Boulevard, calls for the construction of a new six-story building which would feature 50 studio and one-bedroom apartments without on-site parking.
As all of the apartments would be set aside for rent by low- and moderate-income households, the project is eligible for density bonus incentives which would permit a larger building than would normally be allowed on the property.
HBA is designing the building, which is depicted in plans as a contemporary low-rise structure.

While ground-up affordable housing developments are not common in pricey Woodland Hills, there is evidence of change on the horizon. A prior ED1 application from Meta Housing would bring 301 income-restricted apartments to a site on Oxnard Street in Warner Center, and building permits were recently issued for a 100-unit affordable housing complex on Ventura Boulevard.
