An application filed earlier this year with the Los Angeles Department of City Planning offers a first glimpse at the proposed affordable housing complex which is slated for the former home of Deutsche Hospital / Lincoln Hospital in Boyle Heights.
East L.A. Community Corp., the developer behind the now-vacant site at 443 S. Soto Street, have proposed the construction of a new five-story building which would feature 138 one-, two-, and three-bedroom apartments above a ground-floor community room and art display area, as well as parking for 90 vehicles.

ELACC's entitlement requests include density bonus incentives to permit a larger building than allowed by zoning rules, as well as streamlined approvals through Executive Directive 1. The project has previously been described as featuring a mix of affordable and permanent supportive housing.
Y&M Architects is designing 443 Soto, which is depicted in plans with a Mediterranean-style look and outdoor spaces including a podium-level courtyard and a rooftop deck.

Lincoln Hospital, originally known as the German Hospital, was built in 1904, according to Los Angeles Revisited. While the property was once slated to be converted to a charter school, the failure of that plan in 2017 left the property vacant. The building burned in a series of fires over the coming years, resulting in its eventual destruction in 2021.
ELACC, which is taking control of the property, has developed a number of similar affordable and supportive housing complexes across the Boyle Heights community, including the Los Lirios apartments now rising at Soto Station and a proposed complex next to Mariachi Plaza.
