In mid-2020, the Los Angeles City Council signed off on plans which would bring a 27-unit infill apartment building to a side street in Reseda. Nearly four years owner, a new property owner is going back to the drawing board through to pitch affordable housing for the site using the Mayor's Executive Directive 1.
The project, slated for a property located at 6834-6840 N. Baird Avenue, comes from applicant Aviel Golbari of Blackgem Properties, LLC. Plans call for replacing two existing duplexes with a new five-story building featuring 92 studio, one-, and two-bedroom apartments without on-site parking.
Requested approvals include density bonus incentives to permit relief from certain zoning rules. In exchange, all of the apartments would be reserved for rent by low- and moderate-income households.
JZA Architecture is designing the project, which is portrayed in renderings as a contemporary low-rise structure with a central courtyard.
Golbari, the applicant, is a vice president of Elat Properties, which made headlines last year for scooping up L.A. office buildings despite market headwinds. City records indicate that the two parcels which comprise the Baird Avenue site sold for $1.12 million each in 2023.
The project is one of a growing number of ED1 affordable housing developments in the works for San Fernando Valley neighborhoods, such as an 89-unit building slated for a site near the Los Angeles River in Studio City.
