Plans for yet another mixed-use building across the street from Exposition Park are inching forward, with the release of an initial study by the Los Angeles Department of City Planning.

The proposed development from Ventus Group, filed last year with the Planning Department, would rise from a T-shaped site located at 3822-3828 S. Figueroa Street and 3801-3833 S. Flower Street. Plans call for the construction of a new seven-story complex featuring 209 studio, one-, two-, three-, and four-bedroom apartments - replacing 51 existing homes - above 2,705 square feet of ground-floor restaurant space and a 40-car garage.

Ventus Group is utilizing density bonus incentives to permit a larger structure with more housing than would normally be allowed by zoning rules. in exchange, 42 of the apartments would be reserved for rent by very low- and low-income households.

KTGY is designing 3822 Figueroa, which would incorporate multiple amenity decks, courtyards, and other interior common spaces. The building is described as being of a compatible design to other nearby structures, including BMO Stadium, the HUB Los Angeles apartment complex, and the Lucas Museum of Narrative Art, using stucco and metal es exterior finishes.

"The massing on this façade steps back from the existing [HUB Los Angeles] building to the north, to both reduce massing along South Figueroa Street and provide for privacy between buildings," states the initial study. "The ground floor level along South Figueroa Street would activate the street level with the inclusion of ground floor retail and restaurant l uses. Floor-to-ceiling windows at the ground level along South Figueroa Street would further activate the street and provide visual transparency into the Project Site."

Pending approvals, construction of 3822 Figueroa is expected to commence in the first quarter of 2027, allowing the buildiing to open for residents by 2030.

The project site sits one block north of an under-construction project at 3900 S. Figueroa Street, which was entitled for development with a 429-unit housing complex by Ventus Group.
