Taking advantage of new zoning rules adopted as part of the DTLA 2040 plan, developer Atlas Capital Group is moving forward with plans to replace surface parking on the east side of the Row DTLA campus with housing.
Last week, Atlas Capital submitted an application to the Planning Department seeking approvals for the construction of three buildings totaling nearly 900,000 square feet of floor area at 787 S. Alameda Street. The trio of eight-story structures would contain a combined 1,000 apartments in a mix of studio, one-, and two-bedroom floor plans, as well as parking for 1,092 vehicles and 6,547 square feet of ground-floor retail space.
The proposed development would rely on density bonus incentives to grant waivers from zoning standards. In exchange, Atlas Capital would set aside 114 total apartments as affordable housing for very low-income renters.
KFA Architecture is designing the project, which would use incremental stepbacks on the upper floors of the building to create a series of cascading terrace decks. Plans also show numerous common outdoor courtyards and amenity spaces scattered throughout the buildings.
The Row DTLA campus, formerly known as Alameda Square, spans roughly 30 acres at the intersection of 7th and Alameda Streets. Current improvements include 1.7 million square feet of commercial uses in nine separate buildings. The property was previously the headquarters of American Apparel.
Atlas Capital Group, which acquired the Row Site along with other assets once owned by defunct developer Meruelo Maddux more than a decade ago, has made ambitious plans for several Downtown sites. East across Alameda Street from the Row DTLA site, Atlas has secured approvals for a new production studio at the former Los Angeles Times printing plant. The company has also received approvals for a 725-unit apartment complex next door to Metro's Chinatown Station.
