The Los Angeles City Council has voted to uphold the approval of a mixed-use development slated for a busy intersection in Los Feliz, affirming an earlier decision by the Los Angeles City Planning Commission.
The project from Benny Pirian of Vermont Real Estate, LLC, which would replace a car wash located at 1666 N. Vermont Avenue, calls for the construction of a seven-story building featuring 139 studio, one-, and two-bedroom apartments above a ground-floor grocery store and parking for 145 vehicles.
Approved plans include Transit Oriented Communities affordable housing incentives, allowing for a larger building than would be otherwise permitted by zoning rules. In exchange, 16 of the new apartments are to be set aside as affordable housing at the extremely low-income level.
Daryoush Safai is designing the contemporary podium-type building, which would include a courtyard facing its Hollywood Boulevard street frontage.
The project was once again faced with an appeal from the Supporters Alliance for Environmental Responsibility, an affiliate of Laborers International Union of North America Local 270 (LIUNA), which previously urged the Planning Commission to put the proposed development on hold to allow for further environmental study. As was the case before the Planning Commission in October 2024, the appeal was rejected.
The proposed development represents another potential residential-retail complex in close proximity to Barnsdall Park. Two buildings at the foot of the 11-acre park were recently completed by LaTerra Development, and a project from Lazer Properties is in the works on the north side of Hollywood Boulevard.
