A decade-old plan for a mixed-use development near 7th and Alameda Streets in the Arts District are showing signs of life.

In 2016, an entity affiliated with The Hillcrest Company initiated an application with the L.A. Department of City Planning to redevelop a property located at 1800 E. 7th Street. The project, which was later approved by City officials in 2018, calls for the construction of 122 live/work apartments with ground-floor commercial uses and parking for up to 132 vehicles.

Project entitlements included density bonus incentives to grant relief from certain zoning restrictions. In exchange, 14 of the apartments are to be set aside for rent by very low-income households.

While the project was issued building permits in 2024, the property has sat fallow in the intervening months. However, the recent appearance of heavy equipment on the site, as well as inspection activity, indicates that some form of work has commenced on the property.

The site, located in the southern section of the Arts District, has seen several new developments rise in recent years, including the AVA Arts District and AMP Lofts apartment complexes to the north and the offices of Warner Music Group to the east. Additional projects in the works include new housing at the Row DTLA campus and plans for a production studio from Prologis on an adjacent site along 7th Street.
