The Los Angeles City Planning Commission has voted to uphold the approval of a proposed multifamily residential development near the intersection of Lincoln and Washington Boulevards in Del Rey, rejecting an appeal from a group of neighboring homeowners who have opposed the project.
Late last year, the Planning Department issued a letter of determination approving LaTerra Development's plan for a new six-story building at 4112 Del Rey Avenue, featuring 210 one, two-, and three-bedroom apartments accompanied by a five-story, 282-car garage.
Approved plans rely on density bonus incentives to permit a larger structure than would otherwise be allowed by zoning rules. In exchange, the 18 of the new apartments would be set aside for rent as deed-restricted very low-income affordable housing.
TCA Architects is designing the project, which is described as having a California Coastal modern style. Plans call for amenities including a courtyard, a gym, and a rooftop pool.
Per an environmental study adopted by the City of Los Angeles, construction of 4112 Del Rey could commence as early as September 2024 and conclude by August 2026.
The appeal, filed by a group of neighboring residents and homeowners associations billing themselves as "Concerned Residents of Glencoe Avenue," argues that the City Planning Commission should overturn the project's approval due to purported inconsistency with zoning rules and impacts to surrounding properties. Likewise, they argue that the project should be subject to further environmental study. A staff report found no evidence to support the appeal, and recommended denial.
LaTerra is the latest developer with designs on the industrial blocks to the east of Lincoln Boulevard in Del Rey. California Landmark Group has already built numerous projects in the area, such as the recently completed G8 and C1 apartments. Additionally, the neighborhood remains home to a number of office and commercial centers, such as a 123,000-square-foot campus now under construction one block to the east on Glencoe Avenue.
LaTerra, which is based in Century City, has also developed similar multifamily residential buildings in Los Feliz, West Hollywood, and Burbank.
