Old Town Monrovia is closing out 2023 with plans for yet another large apartment complex to the west of Myrtle Avenue.
According to an initial study published in December by the City of Monrovia, Culver City-based developer Goldrich Kest is seeking approvals for a new complex with 296 one-, two-, and three-bedroom apartments at 150 W. Colorado Avenue and 125 W. Olive Avenue. The proposed Oak Park development would replace two existing apartment buildings, completed in the 1970s, which contain a combined total of 156 homes.
Goldrich Kest is seeking approval using density bonus incentives to permit the construction of a larger apartment complex than would normally be allowed on the site. Additionally, the existing complex features 54 units restricted to senior citizen households by covenant, as well as 96 units currently occupied by below market-rate households, which fall into a protected category for relocation under SB 330.
The new six-story structures, designed with exteriors of painted plaster, wood, and brick, would use upper level setbacks to match the scale of nearby structures. Additionally, plans call for a new public parklet along Primrose Avenue.
Construction of Oak Park is expected to occur over a roughly 32-month period, commencing as early as January 2025 and concluding as early as August 2027. That schedules will require city approval of a general plan amendment, a zone change, and density bonus incentives.
While approximately 1,000 new apartments have been approved or built within walking distance of Metro's Monrovia Station in recent years, development may be moving northward in the city. In addition to the new Oak Park development, a commercial complex to the south across Olive Avenue is poised to make way for 200 apartments and commercial space.
Goldrich Kest, in addition to its new plans for Monrovia, has approvals to build new housing at sites in Studio City and Pasadena.
