A large affordable housing complex is slated to replace a single-family dwelling in Sylmar, according to an Executive Directive 1 application filed last week with the Los Angeles Department of City Planning.

The proposed development from property owners Jorge Martinez and Patricia Garcia, slated for a roughly 54,500-square-foot lot at 13315 N. Dronfield Avenue and 14265 W. Polk Street calls for the construction of a new five-story building featuring 354 studio and one-bedroom apartments.

As the project would be reserved for rent exclusively by low- and moderate-income renters, the proposed development is eligible for density bonus incentives which would grant waivers from certain development standards, including limits on floor area and requirements for on-site open space. The requests also include a full waiver of a requirement for 489 parking spaces, which findings indicate would cost $17 million to build.

Metropolis Architecture, a firm which has worked on numerous ED1 affordable housing developments, is listed as the architect attached to the project.

The site is located roughly a half-mile from a property at 13916 Polk Street where a developer has waged a legal battle with the City of Los Angeles in regards to a "builder's remedy" project.
