At a ceremony yesterday in Baldwin Park, the Cesar Chavez Foundation broke ground on a new affordable housing complex named for former congressman Esteban E. Torres.

The Esteban E. Torres Village, which will rise at 14617 Ramona Boulevard near the Baldwin Park Metrolink station, will stand three stories in height and feature 51 units of affordable housing for low-income families and survivors of domestic violence.

In addition to housing, plans call for approximately 6,400 square feet of residential services, meeting areas, and staff offices. Services to be offered to residents include mental healthcare referrals, education, and employment training.

At the exterior, the apartment complex will incorporate nearly 5,700 square feet of open space, including two courtyards, a rooftop deck, and a community garden.

In addition to its new Baldwin Park development, the Cesar Chavez Foundation has also developed affordable housing near MacArthur Park in Westlake and in the City of Montebello.
