Another developer is looking to bring housing to a site hugging the 110 Freeway near USC and Exposition Park - this time for an Executive Directive 1 affordable housing project.

The plans for the site at 3833 S. Grand Avenue, unearthed using ATC, comes from applicant Rohan Gupta of the Kulbushan Gupta 1990 Family Trust, which also owns the property. Plans call for the construction of a new four-story building featuring 54 studio and one-bedroom apartments, all without on-site parking.

Requested approvals also include density bonus incentives to permit a larger structure than allowed by zoning rules. The project is eligible due to the provision of low- and moderate-income housing.

John Kaliski Architects is designing 3833 S. Grand Avenue, which is shown in a rendering as a contemporary low-rise structure.

The project sits mid-block between two larger, mixed-income developments planned at Grand Avenue's intersections with 38th and 39th Streets by property owner Hamid Razipour. Those two projects have faced formal opposition from USC and LAFC, which have argued that the buildings will impact surrounding historic resources. The scale of the buildings, as well as their locations, could also impede views of freeway signs which advertise the Los Angeles Memorial Coliseum and BMO Stadium, the respective homes of USC football and LAFC.
