Two years after receiving approvals to redevelop a 1920s house at 570 N. Normandie Avenue with apartments, developer Surco Holdings is pivoting to affordable housing via the Mayor's Executive Directive 1.

The site, located just south of the US-101 Freeway, was previously approved for the construction of a four-story building featuring 16 residential units atop parking for 14 vehicles. A new application, submitted to the Department of City Planning in September, now calls for a taller six-story edifice featuring 60 studio and one-bedroom apartments - but no garage.

While the prior application relied on Transit Oriented Communities incentives, the new application instead relies on the state density bonus to achieve a larger building envelope than would typically be allowed by zoning. The project is eligible for incentives due to plans to set reserve all of the proposed apartments for low- and moderate-income households.

As with the prior application, Kevin Tsai Architecture is designing the project, which would have a contemporary appearance.

The project site sits a short walk south of Melrose Avenue, where a number of new multifamily housing and mixed-use projects have been built in East Hollywood's Melrose Hill neighborhood.

Surco and Tsai have also worked on plans for a similar housing development just north of Wilshire Boulevard in Koreatown.
