The Los Angeles County Board of Supervisors has approved nearly $43.8 million in loans for affordable housing developments located in the Cities of Los Angeles, West Hollywood, and Whittier. The money represents a portion of the total $562 million necessary to complete the projects. When leveraged with other sources, the proposed developments could create a total of 687 new affordable homes for seniors, families, and homeless persons.

New High Village

The first project set to receive funding are two components of New High Village, which would rise from a County-owned parking lot located at 725 N. Spring Street in Chinatown. The County would provide $7.2 million for a 158-unit senior apartment complex, which is estimated to cost $101 million, as well as $6.6 million for a 146-unit family apartment complex, which would cost approximately $142 million.

According to a project page from the website of developer Linc Housing Corp, New High Village would include a mix of studio, one-,  two-, and three-bedroom homes, as well as 14,000 square feet of community-serving commercial space and a public plaza. A rendering depicts the project as consisting of contemporary low-rise and mid-rise structures designed by Studio One Eleven.

The project site, previously slated to be developed with parking for the Men's Central Jail complex, is part of a growing number of new mixed-use and affordable housing complexes in the surrounding vicinity. A few blocks away, Linc Housing is partnering with the California Endowment on a project which would bring 124 affordable homes to a site at 800 N. Main Street.

PATH Villas Windsor Hills

In the unincorporated community of Windsor Hills, PATH Ventures will receive $10 million for the construction of a new supportive housing complex on a vacant lot at 4615 Slauson Avenue.

PATH Villas Winsor Hills is depicted in plans as  a six-story building featuring 122 studio and one-bedroom apartments above a parking garage.

Urban Architecture Lab and MJS Landscape Architecture highlight the design team for the proposed development.

The total cost of the development is estimated at $87 million.

Venice Dell Community

The Venice Dell project, a joint development between Hollywood Community Housing and Venice Community Housing, continues to face legal opposition from the City of Los Angeles. However, the State of California has already committed more than $42 million to its construction, and Los Angeles County has added $3 million to the mix. 

Slated to replace a LADOT parking lot bounded by Venice Boulevard, Pacific Avenue, Canal Street, and Dell Avenue, the project calls for the construction of low-rise buildings containing 120 apartments, commercial space, replacement parking for residents and surrounding businesses in Venice.

1047 N. Crescent Heights Boulevard

Developer Community Corp. of Santa Monica will receive $3.6 million for the redevelopment of a property owned by the City of West Hollywood at 1047-1057 N. Crescent Heights Boulevard.  The overall $34.3 million project calls for the construction of a five-story building on the site, featuring 40 studio and one-bedroom units of permanently affordable senior housing. 

1238 Larrabee Street

Elsewhere in West Hollywood, the County will provide $4.3 million to Linc Housing for the construction of a new supportive housing complex at 1238 Larrabee Street. Plans call for a total of 49 supportive housing units at an estimated cost of $32 million.

The project was previously slated for a market-rate development with approximately half the total number of apartments now proposed.

Telegraph Apartments

The final project on the list, the Telegraph Apartments from National CORE and Prima Development are set to receive $9 million toward a total project budget of $33.9 million. Plans call for 51 apartments for large families at 14250 Telegraph Road in Whittier.
