An empty lot located directly east of the I-110 Freeway in Historic South-Central is up for redevelopment, according to an application just submitted to the Los Angeles Department of City Planning.

The project, proposed of Hamid Razipour of Razi Grand Property, LLC, would rise from a wedge-shaped property located at 3851 S. Grand Avenue - just east of Exposition Park. Plans call for the construction of a new five-story building featuring 12 live/work apartments above approximately 723 square feet of ground-floor commercial space and parking for six vehicles.

Requested entitlements include Transit Oriented Communities incentives to permit the construction a larger building than would normally be allowed by zoning rules. In exchange, one of the proposed apartments as affordable housing at the extremely low-income level.

DFH Architects is designing the apartment complex with Gaudet Design Group serving as landscape architect. Renderings portray 3851 S. Grand Avenue as a contemporary podium-type building clad in stucco and brick. Plans show an amenity deck, a fitness center, and a club room located at the rooftop, overlooking the intersection of 39th and Grand.

Razipour, the developer, is also behind plans for a larger mixed-use project with 40 apartments and retail one block north at the intersection of Grand Avenue and 38th Street.

A handful of mixed-use projects are also in the works for the Historic South-Central neighborhood, including the Japser apartments now wrapping up work a short distance north at Adams Boulevard and Grand Avenue.
