The Los Angeles City Planning Commission has voted to uphold the approval of a proposed multifamily residential building in West Adams, rejecting a neighbor's appeal seeking to block construction of the project.

In February, the Planning Department approved plans from Abington Emerson Investments to redevelop the site of 10 existing apartments at 4101 W. Exposition Boulevard with a new five-story, 36-unit building with 28 apartments. Plans call for a mix of studio, one-, and two-bedroom dwellings.

Project approvals include Transit Oriented Communities incentives, allowing for a larger, denser apartment building than would otherwise be allowed by zoning rules. In exchange, five apartments are to be set aside for rent by very low- and extremely low-income households.

Ottinger Architects is designing the contemporary low-rise building which would include a rooftop deck and a central courtyard.

The appellant, a neighboring property owner named Mindy Zhao, argues that the project was improperly granted entitlements due to an insufficient amount of proposed affordable housing versus what will be demolished and alleged environmental impacts which have not been considered. A staff response notes that the project is required to comply with state and local regulations relative to the demolition of existing rent-stabilized housing, and has been revised to include one additional affordable unit.

The development site is located to the west of Metro's Expo/Crenshaw Station, where a large mixed-use complex featuring housing and commercial space is in the works for sites owned by Metro and Los Angeles County.
