A proposal to build what would be the tallest building in the City of West Hollywood faces a key test this week: the West Hollywood Planning Commission.

Slated for the former site of a Cemex plant at 1000 La Brea Avenue, the project calls for the construction of a 34-story building featuring 514 studio, one-, and two-bedroom apartments above 30,000 square feet of ground-floor commercial space and a 676-car garage.

As a condition of development incentives to permit the scale and density of the proposed project, CIM would be required to set aside 128 of the apartments to be set aside as affordable housing at the moderate-, low-, and very low-income levels.

Large Architecture is designing 1000 La Brea, which would stand approximately 377 feet in height. The building would incorporate multiple terrace decks and  outdoor gardens for residents on upper levels, and incorporate exterior finishes such as wood-finish metal mullions and canopies, glass railings, and frosted glass windows. 

Digital signage is shown on the podium levels of the tower. Those signs would represent a source of revenue for both CIM Group and the City of West Hollywood, with a portion of money generated to be directed toward city coffers per the terms of a development agreement.

"Located at a transitional point between the City of West Hollywood and the City of Los Angeles, the area is experiencing a significant shift from industrial uses to more public-facing commercial, residential, and hospitality developments," reads a staff report to the Commission. "The project responds to this transformation with a design that serves as both a visual and functional gateway into West Hollywood, while respecting the evolving urban scale and rhythm along La Brea Avenue."

CIM Group been a part of that shift, transforming blocks of industrial uses into apartment buildings, shops, restaurants, and offices for satellite radio provider SiriusXM and Kaiser Permanente. CIM is also developing another office complex on the eastern half of the Cemex property, which falls within L.A. city limits.
