A proposed development from CIM Group which would create the tallest building in the City of West Hollywood will face a test this week when it goes before the Planning Commission’s Design Review Subcommittee.
The project, which would rise from the former site of a Cemex plant at 1000 La Brea Avenue, calls for the construction of a 34-story building featuring 514 studio, one-, and two-bedroom apartments above 30,000 square feet of ground-floor commercial space and a 676-car garage.
CIM would be required to set aside 128 of the apartments to be set aside as affordable and workforce housing, per an environmental study conducted for the project.
Large Architecture is designing the tower, which would rise to an apex of 377 feet. Plans show a building that uses recesses and cutouts to create spaces for terrace decks and outdoor gardens, and would employ exterior finishes such as wood-finish metal mullions and canopies, glass railings, and frosted glass windows. Billboards are shown adorning the exterior of the tower.
A staff report to the subcommittee describes the project as a "forward-thinking, contextually sensitive approach to high-density urban living," and notes that it is composed into two separate volumes in an effort to reduce its perceived mass. Working in conjunction with the design of an adjacent proposed hotel development (which also comes from CIM Group), the project would gradually step down in height as it moves to the north.
The staff report recommends that the subcommittee provide feedback on details of the design, including building articulation, facade materials, the integration of public art, the usability of a street-level plaza, and transitions in scale. That will be used to shape the project in advance of a hearing before the Planning Commission.
CIM Group has developed a number of properties along the border between the City of West Hollywood and Los Angeles, transforming blocks of industrial uses into apartment buildings, shops, restaurants, and offices for satellite radio provider SiriusXM and Kaiser Permanente. CIM has also sought approvals to build another office complex on the eastern half of the Cemex property, which falls within L.A. city limits.
