Developer Terra Capital has unveiled renderings for a proposed mixed-use development which would rise from a long-vacant property near the intersection of Wilshire and Crenshaw Boulevards in Windsor Square.

Slated for a property at 4135 Wilshire Boulevard, the proposed project calls for redeveloping the empty lot with an eight-story, roughly 104,000-square-foot building containing 54 one-, two-, and three-bedroom condominiums with 4,097 square feet of ground-floor commercial space.

Plans would require the issuance of density bonus incentives to permit a larger structure than otherwise allowed by zoning. This would require that three of the homes be set aside for occupancy by very low-income households.

Kevin Tsai Architecture is designing project, which is portrayed in renderings with a contemporary look.

"Located at the edge of a historic, low-density neighborhood, this exclusive development provides breathtaking views of the Los Angeles skyline and the surrounding landscape all while being centrally located in the heart of the city," reads a narrative from the Terra Capital website. "Situated just minutes from a variety of upscale shops and acclaimed restaurants, residents will enjoy the convenience of a vibrant urban Los Angeles lifestyle.  The project will feature a modern architectural design that harmonizes with the neighborhood’s character, delivering a refined blend of elegance and functionality."

A completion date of late 2028 is advertised by the Terra Capital website.

Terra Capital is also developing affordable housing designed by Kevin Tsai Architecture on properties at 837 S. Kingsley Drive in Koreatown and 2215 Wellesley Avenue in Sawtelle.
