One year after receiving approvals to build a Transit Oriented Communities in Westlake, developer Six Peak Capital is now trying out L.A.'s new preferred entitlement strategy: Executive Directive 1.

On August 16, the New York-based developer submitted an application to the Planning Department seeking new entitlements for a site at 2859 W. Francis Avenue. The updated project is described in a case filing as an eight-story development featuring 232 units of deed-restricted affordable housing without on-site parking.

In addition to streamlined entitlements via ED1, the project would also require the approval of density bonus incentives to permit a larger structure than allowed by zoning rules.

The new plan is more than double the density of what Six Peak had previously gained approvals for on Francis Avenue - a six-story building with 110 homes. Additionally, the entirety of the new project would be income-restricted, compared to 11 units in the approved development.

In addition to its proposed project in Westlake, Six Peak has previously developed housing at sites in East Hollywood and Del Rey. The company also has approvals to build a 121-unit mixed-use development on Sunset Boulevard in Silver Lake.
