The Los Angeles City Council has voted to deny an appeal of a proposed mixed-use development a short walk from Western Avenue in Koreatown, upholding the project's February 2024 approval.

Bando Dela Corp., the developer of "The Bora," is planning the construction of a new seven-story building at 3355 W. Olympic Boulevard. Plans call for 153 one-, two-, three-, and four-bedroom apartments, located above 4,800 square feet of ground-floor retail space and a basement parking garage.

Entitlements previously signed off on by the Planning Department including Transit Oriented Communities incentives to permit a larger structure than allowed by zoning rules. In exchange, 16 of the apartments are to be set aside as deed-restricted affordable housing at the extremely low-income level.

Andmore Partners is designing The Bora, which is portrayed in plans as a contemporary podium-type building with a rooftop terrace, a podium deck, and recreation rooms.

The project appellant - the Supporters Alliance for Environmental Responsibility, or SAFER - is affiliated LIUNA. As with a prior appeal heard by the City Planning Commission, SAFER argued that the project should be subject to further environmental study. A staff report once again recommended denial of the appeal, citing a lack of evidence to support its claims.

The project site also sits just west of the intersection of Olympic and Manhattan Place, where Jamison Services is now building a similar mixed-use project which will feature 118 apartments above ground-floor commercial space.

The project will be Bando Dela Corp.'s third mixed-use project in the Koreatown area, following a 252-unit apartment complex built a short distance east at Olympic and Hobart Boulevards and a 262-unit development now rising at 3020 Wilshire Boulevard.
