Mack Real Estate Development has cleared a key hurdle in its bid to build a pair of high-rise apartment towers at the intersection of 11th and Olive Streets in Downtown Los Angeles, securing City Council certification of an environmental study for the project.

The smaller of the two buildings, referred to as Site 2, would replace a surface parking lot at 1105-1123 S. Olive Street. Plans call for the construction of a 51-story tower which would feature 536 studio, one-, two-, and three-bedroom homes above 4,178 square feet of ground-floor commercial space. Parking for 581 vehicles would be provided within a four-level podium and six subterranean levels.

Arcadis is designing the tower, which would stand approximately 603 feet in height and feature amenities at the rooftop deck and above its parking podium.

The second tower, or Site 3, would rise across the street at 1100-1130 S. Olive Street. Plans call for a 60-story tower containing 713 residential units above 11,277 square feet of ground-floor commercial space and a 764-car garage.

Also designed by Arcadis, the 678-foot-tall building would rank as the 12th tallest building in the City of Los Angeles if completed today.

Pending city approvals and permits - which have yet to be issued - construction is expected to commence first on Site 2, with completion within 30 months of groundbreaking. Work on Site 3 would commence afterward, and be completed over a similar time frame.

The proposed towers are the largest components of a multi-phase redevelopment which  Mack Real Estate and AECOM started a decade ago. Completed elements of the project include the 362-unit Wren apartments on Pico Boulevard, the 38-story Aven tower on Grand Avenue, and a new pocket park. A third building - a 16-story hotel tower - is approved to replace a parking lot at 12th and Olive Streets.
