Plans to bring a high-rise affordable housing development to a site just east of the 101 Freeway in Hollywood are back and bigger than before, per an application submitted earlier this month to the Los Angeles Department of City Planning.

Back in 2022, ABS Properties filed an entitlement application with the Planning Department seeking approvals for a 26-story, 499-unit senior affordable housing development on a corner lot at 5645 W. Fernwood Avenue. The revised plan, which makes use of the incentives and streamlined procedures created by the Mayor's Executive Directive 1, ups that scale to a 35-story tower which would feature 523 studio and one-bedroom dwellings.

As with the earlier project, all of the housing would be set aside for renters at the moderate-, low-, and very low-income households, making the tower eligible for development incentives on open space, floor area, and setbacks.

Edwin Mohabir and Communitas Design are serving as project architect and landscape architect for the roughly 399-foot-tall tower, which is now named Residency at SkyVillage. In addition to its larger scale, the revised plan also does away with the earlier project's proposal to realign the intersection of Fernwood and De Longpre Avenues around the site, which would have created space for a new landscaped plaza around the tower. Instead, plans call for keeping the footprint of the site as it currently exists, while providing open space through a large rooftop deck.

Besides its tower project, ABS Properties is already working on two large affordable housing developments which are already under construction in Hollywood: the adaptive reuse of the landmark Hollywood Western Building and a ground-up nine-story building on a site at 1657 N. Western Avenue.

The SkyVillage property would follow on the heels of two recently-built multifamily developments on neighboring sites - Holland Partner Group's 185-unit Ardence & Bloom apartments and the PATH Villas Hollywood supportive housing complex.
