The Los Angeles City Council has voted to reject an appeal seeking to block the construction of a mixed-use residential development in Hollywood, affirming an earlier decision by the City Planning Commission.
The proposed development from Crossroads Management, slated for a property at 7022 W. Sunset Boulevard, calls for the construction of a seven-story building featuring 112 studio, one-, and two-bedroom apartments above 2,850 square feet of ground-floor commercial space and a 60-car garage.
Project entitlements include density bonus incentives to permit a larger structure than zoning rules would typically allow. In exchange, six of the proposed apartments would be set aside for very low-income households.
Newmark Architecture is designing the contemporary podium-type building, which would reduce in scale to a two-story roofline towards its southern property line. Plans show amenities such as a rooftop deck and a courtyard.
The appellant, SAFER, an affiliate of Laborers International Union of North America Local 270 (LIUNA), is a frequent opponent of housing developments seeking entitlements in the City of Los Angeles. SAFER argued that the project should not be eligible for an exemption from the California Environmental Quality Act due to potential impacts on air quality. A staff response disputed the conclusions of the appeal, and recommended denial.
The project site sits a few blocks west of the intersection of Sunset Boulevard and Highland Avenue, where series of mixed-use high-rise developments are in the works. Those include a mixed-use complex featuring a 42-story apartment tower and a hotel at the southwest corner of the intersection, the proposed CMNTY Culture campus at the northeast corner of the intersection, and the multi-tower Crossroads Hollywood development.
