The Los Angeles City Planning Commission has voted to uphold the approval of a proposed mixed-use apartment building in Los Feliz, rejecting a challenge from a familiar appellant.
The proposed development from Kristin Harrison of the Z Wayne Griffin Trust, slated to replace a Goodwill store at 4579-4627 Hollywood Boulevard, calls for the construction of a new seven-story building featuring 181 studio, one-, and two-bedroom apartments atop approximately 15,400 square feet of ground-floor commercial space and semi-subterranean parking for 238 vehicles.
Project plans also indicate that development firm Chandler Partners is affiliated with the proposed development.
Approved plans rely on Transit Oriented Communities incentives to permit a larger development than would otherwise be allowed by zoning rules. In exchange, 20 of the new apartments would be set aside for rent as affordable housing at the extremely low-income level.
Warren Techentin Architecture is designing the contemporary podium-type building, which is shown in plans with a W-shaped footprint, providing room for two courtyards and a pool deck. Plans also call for a community room, a recreation room, and additional outdoor spaces at the rooftop.
The project was faced with an appeal from Supporters Alliance for Environmental Responsibility (SAFER), an affiliate of LIUNA, which frequently challenges the approval of large mixed-use projects in the City of Los Angeles. SAFER argued that the Commission should overturn a September 2024 determination letter for the project, citing insufficient environmental review. A staff report recommended denial of the appeal.
The proposed development is the latest in a recent string of projects near the busy intersection of Sunset and Hollywood Boulevards, following a similar mixed-use apartment complex 202 apartments and retail a short distance to the east. Future projects include a mixed-use project with 29 apartments next to the Vista Theatre and a 28-unit development across the street at 4620 Hollywood Boulevard.
