The Los Angeles City Council has rejected a prolific appellant's attempt to block the construction of a mixed-use residential development in Los Feliz.

The proposed development from the Z Wayne Griffin Trust and Chandler Partners, which would replace a Goodwill retail store at 4579-4627 Hollywood Boulevard, calls for the construction of a seven-story edifice containing 181 studio, one-, and two-bedroom apartments atop approximately 15,400 square feet of ground-floor commercial space and semi-subterranean parking for 238 vehicles.

Project entitlements include Transit Oriented Communities incentives, permitting a larger development than would otherwise be allowed by zoning rules. In exchange, 20 of the new apartments would be set aside for rent as affordable housing at the extremely low-income level.

Warren Techentin Architecture is designing the contemporary podium-type building, which would include amenities such as two courtyards, a pool deck, a community room, a recreation room, and additional outdoor spaces at the rooftop.

Supporters Alliance for Environmental Responsibility (SAFER), an affiliate of LIUNA, continued its fight against the project after its prior appeal to the City Planning Commission was rejected in January 2025. They unsuccessfully lobbied to City Council to find that the project should be put on hold to allow for further environmental review.

The proposed development is the latest in a recent string of projects near the busy intersection of Sunset and Hollywood Boulevards, following a similar mixed-use apartment complex 202 apartments and retail a short distance to the east. Future projects include a mixed-use project with 29 apartments next to the Vista Theatre and a 28-unit development across the street at 4620 Hollywood Boulevard.
